Abstract

In the article the problems connected with acceptance and implementation of the Constitution are analyzed in the article. The author revealed 10 main shortcomings of the Constitution of the Russian Federation, and consistently discloses them in the course of the narration. The author criticizes attempts of the "transformation” of the Constitution by means of the current rule-making and the interpretations provided by the Constitutional Court of the Russian Federation, as well as through amendments included in the text. In the article it is offered to start the mechanism of revision of the Constitution of the Russian Federation with the participation of the representatives of professional community in order to develop the new draft constitution which can be offered to discussion to leading political forces of Russia.
